Can it be usd on ceilings

It's wallpaper paste, it can be used on ceilings and walls to put on wallpaper with.

would this be enough for 20metre of wallpaper?

I used one packet for 1.5 rolls, I had about 1/4 litre left.. so probably not enough 20 metres .. I'd buy 2 to be on the safe side.

Is it mound resistant?

Yes, I've used in a very old house and have had no problems.
