It is not entirely metal, the black part is plastic.

Q: Can this tool be used for roller skates too?

Yes, I bought them for my roller skates. You will eventually need to get an Allen too Las well for toe stops. Depending on your type of skate.

Q: Does this tool work for quad roller skates?

Yes it works perfect. I use it for my quads and inline skates.

Q: Can this tool pop the bearings out of a wheel once it’s off the skate?

Yes, I used the t-type allen part to pop the bearing out of the wheel when I was switching out my wheels. Just be gentle with it - applyinig pressure in rotating fashion (or else you'll ding your bearings which you may or may not care about). But literally all I need to switch out wheels on any board is this tool and the new wheels (and bearings if I were to switch those out).
