Yes you can still access the PlayStation store.

Is this product brand new does it come in the ps vita box ? Does it come with the paper work and all power cords??

The one I purchased did come brand new in a PS Vita box with paper work (in Japanese) with power cord. Availability of games for the U.S. market is limited since Sony stopped selling the PS Vita in the U.S.
