I think so. I used them for my local police to send away to Virginia for an out of state CCW. I had no issues

Q: What is the difference in the ones you buy vs. downloading the form from the FBI's website?

no difference standard government form

Q: Has anybody used these recently (2016 or late 2015?) and them go through and accepted ok?? Are they the latest version of the form?

I used them in November 2015 and they were accepted by the agency that requested it.
