Does this have onboard memory for storing color profiles for changing between devices? Or does it revert to a default profile when changing devices?

Onboard memory. Most of the RBG effects are dealt with onboard, the only time you need to worry about software stored stuff is when you're creating the custom profile via the software for it, but, it gets stored on the keyboard itself.

What is the difference between the 100% 104 keyboard and the 80% TKL keyboard?

The TKL keyboards are smaller width-wise and omit sections of keys such as the number pad on the far right. You'll still have your arrow keys and the keys above for Print Screen, scroll lock, etc. I use my keyboard for work and do a lot of calculations so I prefer a number pad, but if you rarely use the number pad, then the TKL may be right for you and you'll save $.

Does it have options for single static colors? (like all white/yellow/green/red/blue/etc?)

FN + tab will give you white and FN + INS will change colors just keep pressing for different color changes
