Yes it can be used on wet or dry hair.

Do I still use conditioner when I wash my hair before apply this product on my hair?

I do. I actually use Shea Moisture kukui nut and grapeseed oil damaged rehab conditioner and then apply the leave-in after I towel dry my hair.
