Is this TSA approved in carry-on bags?

If you look at the current TSA guidelines (the Halo website has a link) batteries less than 100 watt hours may be taken in carry-on luggage and batteries 101-160 watt hours require airline approval. (Lithium batteries may NOT be taken in checked luggage.) This unit is clearly labeled on the box as well as the back of the unit as 58830 mWH. To convert milliwatt hours (mWH) to watt hours simply divide by 1000 (for example: 58830 mWH/1000 = 58.830 watt hours. This unit is just under 59 watt hours and is well under the limit for requiring airline approval. It's possible that someone in TSA might not know the regulations (or how to convert mWH to watt hours) in which case you might need to politely educate them. I'm guessing though that these have been around long enough now that they already know.

No, not even close. The Halo Bolt simply does not have the battery capacity to charge a large 12V deep cycle battery. Let's compare its capacity to just 1 deep cycle 100 amp hour (Ah) battery. The Halo Bolt has a capacity of 58.8 watt hours (Wh), equivalent to 4.9 amp hours (Ah) @ 12V. Basically the 100 Ah deep cycle battery has 20.4 times the capacity of the Halo Bolt. You could look into solar options. YouTube channel "DIY Solar with Will Prowse" is a good resource. If you are looking for an all in one solution, you could consider the "MaxOak Bluetti Power Station 2400 Wh/1000W Inverter" for $2,000 on Amazon. It is very large and weighs 48 lbs. It can run a 200 watt device for 10.2 hours. There are also many other smaller options on Amazon. You could also get an inverter generator instead of a typical generator. Inverter generators are more efficient and run quieter. Hope all this helps.

Does it develope a memory effect if charged before total drainage?

I cannot tell. I have had one for a year and it holds the charge very well, so it has only been fully charged twice.

Does it accept a ec-5 type cable to use the whistler wjs-sco1 vehicle setting saver obd-11port cable to power vehicle while changing the battery?

No, you can't use other ec-5 adapters. I have an ec-5 cigarette lighter adapter input I use on my nekteck jump starter to power a car air pump when I go camping or to the beach. And it won't work on the halo. The ec-5 won't power anything except the jumper cables. My guess is it needs to detect a 12v source in order to turn on.
