It does not include any mechanism to launch the spoon. There is a pin and a safety clip but under the top of the spoon is just an empty space. The entire top assembly is made of fairly light plastic and it would not probably hold up to well to repeated pulling of the pin even if you were able to fashion your own spring. It would experience fatigue cracking pretty quickly. It is meant to be a static display.

No, but there is a spring that is supposed to be installed. But I could not figure out how to install it. If you can figure it out, it might work for you.
