To the best of my knowledge it is — being that all of the air that is drawn into the vacuum is expelled through the filter. The vacuum vents are past the 3-stage filtration, so I don’t see how it wouldn’t be HEPA? Whether it’s “True HEPA” or “Sealed HEPA” — that I cannot answer; but again, it definitely meets the qualifications of a HEPA filter.
