Does this vest have any shoulder padding?

No this vest did not come with shoulder pads. I bought it from this seller based on this answered question and was mislead but it was also answered 7yrs ago so maybe things changed. If you want shoulder pads buy it from the other seller that provides the option

Total weight is 40 lbs. Probably because it's more bulk on the body idk why it would be cheaper.

What is the waist size?

It's pretty much one size fits "most". It has adjustable Velcro straps around the waist that can be tightened or loosened to fit.
