Does it give any hold or texture like a sea salt spray? I’m looking for something to make my fine hair easier to style

Never used a sea salt spray, so I'm not sure about that. I do know that I'm not a fan of this product because it leaves a thickish, heavy feeling on my hair and I think weighs it down, rather than plumps it up. It has corn starch in it and I think that's part of the problem. I do like Aveda Volumizing Spray, however, and use that daily. It leaves no residue and works just fine.

Does this promote healthy hair / growth?

I am honestly not sure if it will promote hair growth. I do know it helps in giving the hair a thicker look I use it on a regular basis. It does work. You might want to go to the Avesta website and read more about it.

This product is supposed to harden in the hair before you comb it out, right? Or does that mean I'm using too much

You don't need a lot and it works better if you do not comb it out... just rub it into scalp and hair, then lightly brush - not at roots.
