Can this be used in a recliner?

SURE! It can be used on any chair that is big enough to accommodate it. A recliner should certainly accommodate it. I use it with my desk chair, but I put it on my recliner to check before posting this answer.

does it have a warranty?

Amazon says contact seller for warranty info or look up manufacturer. It is a nice cushion.

is the pillow core washable?

You can spot clean the core with a soapy rag, but it is NOT machine washable as it is composed of foam.

Does this hae straps/hooks and is the cover removeable for washing?

Hello, the cover is removable for washing....there is a zipper in the back on the bottom of the cushion. There are no straps to this cushion. It is extremely comfortable to sit on.
