Can I use the buffer without any cream?

You can use the buffer anytime. But if you really want a good polish at least start with the cream. Then you can buff up in between full polishing.

refers to use of "cream" does it mean cuticle remover cream? what type of cream for nail beds—buffing cream? I use Cuccio cuticle oil, will that do?

They are talking nail buffing cream which is a polish. It is a fine abrasive. The one I use with he buffer is called SuperNail.

Chamois is leather made from sheepskin

Can the cloth be replaced?

The chamois can not be replaced. These buffers are inexpensive and not made to last. Once the chamois wears out you would need to buy a new one. They do last for a good while before having to be replaced.
