I don’t think it is included in this set.

Yes the wheels move. I bought tracks sold separately for this train. There is also a battery remote control you can buy separately but it’s super expensive. $175. Last time I looked.

Does this fit on lego city tracks?

Yes it does fit and will roll on current Lego city track but it is not motorized.
