Yes, the rack with PoE functionality includes 4 PoE HATS, OLED, HDMI adapters, SD adapters and power switches.

Q: What's the output power of the switch？

There is no switch included with this mount. It provides 802.3af PoE "hats" for your RPi units, which you would then have to connect to your own PoE switch. The 802.3af/at spec provides up to 30W per port, which is what I currently have mine running on. (That's max output, not necessarily the active draw).

Q: What is the Power Budget (watts) of each of the four elements in the unit?

I think that really depends on the load placed on each of the installed Pi's. I checked mine and they seem to be utilizing anywhere between 3w to 5.1w.
