Q: Why wont the handle stay in position when trying to lock in place?

It should lock when you have it fully up. However, I noticed it doesn’t lock halfway as per description. Tried to adjust but still no success. I just have it fully up when using. Doesn’t affect it’s use. I like everything else about it.

Q: Will it fit under plane seat?

I honestly haven't tried. But most probably it won't, depending on the plane. It's pretty bulky. And I have to caution you, it's a nice bag but it doesn't hold its form well. It tilts forward a lot.
