No the cooler does not come with the basket and divider. I ordered the cooler, basket and divider directly from the manufacturers website and it was cheaper for all three.

Q: can you freeze the removable divider? if not, why is it filled with some sort of fluid

Yes u can remove the little basket and divider. i am not satisfied with that cooler honestly. igloo marine does the same job for half the price.
