Hello, is this fan pwm or only dc? I know it has only three pins? Should I choose dc in bios or pwm?

3 pin is DC. So set that in BIOS and your motherboard should use the 3rd pin to know the RPM of the fan and change the voltage up and down to control the speed. If it's set to PWM on a 3 pin fan it will just get stuck at full speed.

Will this run on a 9v adapter? if so will it be 25 percent slower and quieter? its for a diy projector hushbox.

Yes it will run on 9v DC don't know how much the speed reduction would be but regarding noise it's very quiet anyway.
