yes it is made to have the plug recessed inside but you need to have the housing in place first that this fits into then you can place this flush to the floor

Per Bryant web page RF406BP is plated; Looks like RF406BR is solid brass but page does not say; the Hubbell RF406BR (looks like same box for retail and Bryant is part of Hubbell) is listed as solid brass.
