No it’s not. Leave it on for a few minutes then rinse well :) it’s really good and I find my dog doesn’t get as many ticks due to leaving his hair so soft they can’t grip! Lovely smell too

Does it need to be diluted before use

It states dilute 10:1 as highly concentrated
