Selectable dome lights do not work when i press the button. Maybe not enough resistance? What do i need to do to make function?

You need canbus lights. Chevy used 12v with a pulse. It’s the way the BCM communicates with lights. It’s just something funky Chevy did that I don’t like. But whatever. You either need canbus light. Basically a led with resistors built in

Does it break down what bulbs go where?

There's no instructions!!!! However there are only two types of bulbs in the kit. The bulb types can only fit one kind of bulb socket. There are nineteen interior lights and two puddle lights, one under each exterior rear view. PSA, these bulbs are all behind plastic lenses on 20+ yo vehicles. The plastic lenses are brittle so be careful.

Does it come with bulbs for the puddle light?

Yes. The 21 bulbs replace every interior filament light bulb plus the two puddle light bulbs.
