Can the pedals be attached to this bike as well?

Not on this starter package. Just teaches them to balance and roll first. Next size up is the strider 14x which u can add pedals to , or buy it as a combo with the pedals included. It's just one bolt to put the cranks and pedals up and run the chain to the back rim

Does the rocker work on carpet?

Yes, I works great on a any surface including outside! This was a great purchase! Our grandson rocks on it nearly everyday!
