Q: Is this metal or plastic?

It's heavy plastic. I have 2 drawers stacked with my Keurig sitting on top of them with no sagging problems.

Q: Does anybody have this on a counter wiht a Keurig on it with standard cupboards? Seems too tall to let open the Keurig and load the cups.

It is too tall to stack the Keurig maker on top and to be able to open the maker's lid for inserting K-cups. However, I placed mine in front of the Keurig maker and toaster and one can still use both of those appliances. And items that I keep on the counter still fit on top or off to the side. And that way, as a side benefit, things are not left in front of the K-cup drawers to impede their use.

No, all three drawers are divided and the dividers are not removable.
