Would it be possible to remove the hilt from the blade if I absolutely had to?

I have one of these swords, bought it second hand, and the handle is held on by a nut and long bolt thats welded to the blade. So yes you could remove the hilt, but as they said, you would damage it.

Is this sword fully functional?

NO! This is a wall hanger made from stainless steel. If you want it to be fully functional, find a blacksmith that will forge a high carbon steel blade (1065 or better) and replace the blade.

Is this one stamped united cutlery 2001 (yr)?

I am not sure. I no longer have the sword, it was a gift.
