It says Briggs & Stratton on the red knob/twist handle. So I would say OEM.

Does this include the clips to secure the hoses?

No clips, you can order 1/4" clips Oregon 02-040.

1/4 or 5/16 inch. Hose size? . I need 5/16.

We're in the middle of winter in Alaska and my lawn equipment is in storage so I can't check at the moment. However, the valves fit the stock fuel hose, so if it's factory it will fit. I believe it is 1/4" ID but I'm not 100% sure.

Does this include the O ring between it and fuel tank?

No. You cut the fuel line and mount this in-line. It doesn't mount directly to the fuel tank.
