Can this travel bag be used as personal item on Spirit airline?

As of July 5, 2023 the Spirit personal item limit is 18x14x8 so this item would appear the slightly exceed the limit allowed by Spirit as of today.

What is the maximum weight capacity?

I packed about 8 days of clothing and pack them military style and a 2nd pair of shoes and a personal hygiene bag with a tablet weighing in 35 pounds as a carry on.
