Yes, it can be sanded smooth and blended with the existing area. We suggest adding an extra layer of material during the repair with the intention of smoothing the bump down to feather and smooth the final repair area during the sanding process. That said, each repair is different. There are repairs where it might be more difficult to make the transition depending on the angle and skill of the DIY-er.

Can I use this to reenforce a steel bike frame?

No it’s for carbon fibers bikes, steel is much stronger
