If I turn it side ways when putting 2 together to use the bigger slot that doesn’t have a divider, will it hold weight?

I doubt that will be strong enough to hold any weight. I think the middle is just used to hold it together structurally, although we haven't had much luck with that.

I would return it for a new one since it was missing parts & pieces

How does it connect with layer removed to store boots?

There are small buckles in each package, and there are small buckles between each layer. Just connect them together.

I need more clips to connect them together didn’t come with enough is this possible?

I used epoxy glue on the touching edges. It keeps the junctions from coming apart.
