Yes! I presume you plan to use sturdy scissors. I use regular scissors to cut the New York Wire screen and have not needed any special wire cutting device.

Q: Can this be used to patch broken screens, especially near the edges, or is it more for fully replacing broken screens?

I used it to replace a large piece of screen that had been cut to access the inside doorknob. I debated about patching and decided I would never be happy with it.
