It's ink for your vintage photo ink pad after you used it so much the pad is very low on ink. You use the reinker to add more ink to the dry pad so you can continue to use it. That way you don't have to buy a new ink pad. It saves you money.

Can this reinker be used on the distress oxide pads?

My guess would be no as they are two different products meant to do two different things. You can find re inkers for distress oxide pads on Amazon.

So, you can buy reinkers and then just give your pad a couple drops when the pad starts to dry up? I have always just bought a new pad?

It takes more than just a few drops. I only get about 2 refills plus maybe a little left out of one bottle. I would buy the re-inkers rather than buying a new pad. You can also do other things with the re-inker as well, check Youtube.

Is this pigment or alcohol based dye?

Tim Holtz distress ink is a water based dye ink...he does have an alcohol ink as well.
