Comes in three pieces. The grip could be cut down and the metal lock ring would shorten it. These are nice cause no glue required to install them. Also make sure you install them right like the photo, the instructions are not very good. Also, I heard some riders have installed them backwards, and that could be a problem or make you dislike them, If your an average biker these feel grate and are very comfortable. It your advanced you may or may not like them.

Is it ok to cut 1.4” out? I have two twist shifting on my bike.

No the tightening bolts are on the inside So I would look for other grips.

Will mirror still work?

If it slides intothe end of the handle bars the mirror will work with these.

Would I be able to cut an inch off the inside end to accommodate a twist throttle on an eBike?

no you would end up cutting the end that helps secure fit to handlebar.
