DOES protect in atmospheric conditions. Different tech than submerged water cathodic systems.
Contrary to “Just A Customer's” review of October 30, 2023 who claims that cathodic protection will only be effective if the metal is submerged in water, and is ineffective in dry conditions: That is true for “classical cathodic protection” systems, but RustStop RS-5 uses an advanced dual protection enabling protection in atmospheric (open air) conditions. RustStop RS-5 uses a high-bonding open-cell tape on the Anodes (Rust Magnets) which allows conductivity and protection even under the lightest of moisture. The anodes are placed where they will get wet whenever the vehicle is wet due to rain, atmospheric moisture and dew, meaning that protection is achieved around each anode during the highest risk periods. Each anode provides protection to the local area surrounding it, and when multiple anodes are fitted, this protection area can be overlapped, providing all over protection.

This could work for a boat hull - ONLY. Claims for anything above water are unfounded.
With water being at a relatively constant voltage, a boat hull can be negatively charged with respect to water. Not so with the atmosphere, (where car rust happens) which has wildly changing electrical charges all around the car. One example: Everybody's felt a static electric charge in their life. That's thousands of volts, positive and negative. Tires on the road can do more. So whomever tells you that a 12 volt system can overcome these thousands of volts is selling false hope. Except maybe for a few millimeters surrounding the pads where the atmosphere might get charged - but even that's a stretch. So unless you plan to submerge your car in water, this product won't - can't help with rust.
