Is this made in China?

I’m not sure, but oxo products have a great reputation. I have their scale and I love it. Prolly one of the best kitchen scales on the market. This peeler does what it should, and is quite sharp. But it only has one job really. I just use it on carrots. If you want a good standard peeler, Kuhn rikon is the one you want.

How is it different from a regular Y peeler?

Different type of blade, awesome for slicing the peeling off citrus fruit, doesn’t slice off any of the pith..

Does this work for left-handers?

I've used it with both left and right hands without any issues.
