Can this switch be used with regular attic motor with 2 wires (black and white) to have 2 different speeds?

No, the fan needs to have two speed capability. There would be three / four wires.

Is this Decora switch maintain or momentary contact

It is rocker with 3 settings that maintains where you set it.

Is this compatible with quiet cool systems?

Yes it is. I have a Quiet Cool Whole House Fan, and it works, with no problems.

To be clear, can you (or can you not) switch the wires to make sure that "high" will be high (on top) & "low" will be low (on bottom)? ~thx!

Not sure what the problem is, just because high and low are written on the switch means nothing . If you attach the wire going to the top position that is what will come on. The the switch and motor cannot read, you decide. Wire it however you want, there is not a different load, you are just turning the fan on or off in either position.
