Do the ball tips come off the brisles?

Yes, the tips are a different piece of plastic coating on top of the black teeth opposed to being as single piece so they do come off eventually and then they start scratching your scalp. I just clip those entire teeth off the brush with a pair of nail clippers when it happens and the brush still does its job almost as good as before. Eventually there won't be enough teeth left on the brush and I'll have to buy a new one but they're cheap enough that it lasts long enough to still be worth it.

What are the size dimension of the smaller brush?

Total length tip to end is 7.25"; bristle area is 3" long and about 1.75" wide; bristle depth is about .75". I haven't had a problem with the smaller brush, but I only use it for "fluffing" my wet hair so it won't be matted against my head. The soft ball-tips have not fallen off and my hair does not catch at the base of the bristles. I recommend the smaller brush; I had nothing but problems with the larger brush--not recommended. I guess you'd have to decide whether you want to pay $7 for the smaller one and maybe give/throw away the larger one.
