Yes it is waterproof but don't rub the varnished place with water or else it will come out like flakes.

Q: Can it be used on mirrors for lippan art? Does it make a coat on the mirrors?

It can be used on the mirror to seal the mirror art but its gonna leave a glossy finish on it that will make the mirror appear hazy and also you would have to seal it with multiple layers. I used three coats to varnish my air dry clay pieces. Consider using mod podge or a different medium.
