Exactly as several have said it's tight. Snug isn't the word try chokehold. I have a 16 1/2 inch collar and I can't wear it. In fact I forgot I had it until looking for another product.

Great time, keeps me perfectly warm during the winter months. I can’t leave the house without it. It’s very soft and comfortable and doesn’t let any wind through to my neck. Lightweight too and stretchy. I’ve put it in the washing machine and it’s come out perfect.
