Is this toner reactive foil that i can make the card text of my card game gold with heat?

Yes. All you need is a laser printer to lay down toner. When you run this through with a laminator the foil will stick. I did all my wedding invites with this!

Will this work for craft projects? Hoping I can wrap it around a dowel

If you add adhesive to the dowel it will stick to it like foil

will this work on glass to create a decorative look?

I don't really know, but since the foil adheres to laser print on paper when laminated, perhaps if you could get a laser image on the glass, the foil might adhere to it, if you could apply warm pressure of some kind.
