I purchased this set as I have an induction stove top...these did not register as the bottoms of the pans are not smooth. Did I receive a defect?

The bottom of the pan should bear the word MAGNETO on it as well as show an "induction" symbol below it. If these are not present it is most likely you have received a counterfeit set of pans. If yes, and you purchased these from AMAZON you need to send them back for a refund/replacement.

This has been interesting to research by briefly it is designed in Belgium but manufactured in China. There is no Mark on the bottom of the pan

Is the size of the smaller pot really 2 quarts? I just received my order and it only holds about 1.5 quarts (and Green Pan makes a 1.5 quart pan).

I could only fit 1.5 quarts of water in mine. Was exactly the same size as the 1 quarter Lima, minus the pouring spouts.

does the handle get hot?

I have had our Valencia Green Pans for over a year and have never had the handle get hot when cooking!
