Are these flies tied in the united states by american hands or are you repackaging foreign made flies and labeling them "usa produced"?

For this price it is extremely unlikely they were tied in the USA. Most USA based tyers sell their flies for 2.50-4.50 a peice

Yes the hooks are barbed. We usually just clamp them down with forceps if regulations require barbless hooks or if we are fishing for smaller fish and don’t feel like the barb is needed. Hope this helps.

Do you carry boxes of flies that come in smaller sizes? I used mostly 18-24 fishing in Colorado?

Are these good for fishing in Pennsylvania ?

No clue but they are a nice set. Seemed to be well tied, good assortment, nice presentation, and the boxes are good quality. In my mind, worth a try.
