Q: Is this a set of two legs to complete a workbench, or do I need to order two of them?

It is a single side, you have to order two.

Q: Is it possible to use the horizontal bar that says "Shop Fox" for a shelf support? And if so, can you adjust the bar to various heights?

It can be a shelf support. It is welded to the rails for upper supports, with the adjustable legs being below the lower shelf support. The weld could be removed and the support reattached without compromising the stability of the rails or the upper support.

Q: Would it be possible to add some kind of bracket to these to make the legs fold up and underneath a workbench?

Yes, if you’re a handy kind of person. You’d probably want to attach some sort of heavy duty door hinges. You’ll still need some sort of X brace in the back of your bench attached to the legs.

Q: With the height setting on the lowest level (30"?), what is the clearance under the horizontal, "Shop Fox" bar?

You may be able to extrapolate from my leg set up: Top 35.6 inches from floor; first hole bolt for leg join, 9 inches.; clearance under cross bar 14 inches.; holes spaced at 4.5 inches. Hope this helps.
