I just checked my kit for you and do not see Stainless Steel denoted on any piece but they are heavy and solid like Stainless Steel.

I'm not certain if there are special requirements for equipment in nail salons, but these tools were better quality than the kits at drugstores/retail stores. They were higher quality and felt heavier like they would last longer. Not for sure if this helps answer your question.
