Because in many installations the power is provided by a Power Over Ethernet Switch. It is not all to common to require a power block for IP Phones and not including them provides a cost savings.If you are deploying an office phone system it would be best to use one of these POE Switchs to power the phones so that you can use a UPS on the switch and keep the phone phone system running in the event of a power outage. I needed some power blocks for some of my remote users. just buy them separate from the phones, no need to complain about it.
