what is the width and height

I'm providing to you the measurements that was on the Amazon website. "Single panel size 23-inches width by 2-inches depth by 44-inches height"

How do the anchor rods that come with this product work? Are they hammered into the ground? I am concerned with windy conditions.

Yes, the rods are hammered into the ground. We have 2 of these. One set is hammered through grass, and is doing fine, but our other set is hiding our pool pump where we don't have any grass, and the rods just are not holding up well enough. They move around in the hole too much, when it rains or when its windy, and that movement is creating a lot of problems as the top of the fence is flimsy and leans and wobbles, and just looks like crap.

Could you easily link two sets of 4 panels together?

I have 2 panels on the side and 4 panels across the front and another 2 panels on the other side. I drilled a 5/8 inch whole in the top of both sides of all the panels; I then pushed a PVC pipe through all 4 panels for some strength. I painted the pipe brown so as not to be seen.
