Is there room in the case for a full size motherboard and graphics card, leaving room for a four radiator setup?

No. Plenty of room for ATX Motherboard and any size graphics card. The radiator setup however will only support 3 rads. But you can choose the side for your graphics card, giving you some options for water loops. Also be warned….cable management in this thing is rather nightmarish. The psu basement is TIGHT! Also everything sits almost tilted, so if you are going to custom water oil, be prepared for a TON of rotary fittings or some rather frustrating bends. Hope it helps

Will a 230mm PSU fit in this case?

It fits a standard atx psu.. Lots of space around it too to hide all the cables
