Why is this labeled as a primerless thread locker? Literally the first step on the package instructions is to prep your surface with a primer.

Loctite 263 is actually primerless on most metals. This is an automotive aftermarket package, and there is a Klean 'n' Primer product sold that is usually suggested for all anaerobic products. Approximately how many 1/4" studs can be set with the 6m tube?

For small threads, we typically recommend applying 1 big drop (or 2 drops small/medium drop max) to the male threads at the engaging area, vs the female thread in the hole in a blind. The idea is to ensure a good coverage in the engaging/mating area of the nut and bolt. For 1/4" bolt, I estimate 200 bolts with a 6ml tube, of a manual application from the bottle.
