Q: How much helium do I need to fully inflate the balloon? (maybe 3.25 cubic ft? I might be way off...)

I am sorry I am unsure...we bought one of those at home party balloon helium tanks for like $22. We used it to inflate this...the very larg Olaf balloon and then about 20 other 16 inch normal balloons. The tank is not empty. Hope that helps.

WOW, boy am I late. No the anagram is not on the baloon. since the party is this month, I just opened the package.

Q: does it comes infated?

No it comes deflated but in package not flat
