If you are asking about a plastic champagne corks I would say yes. A wine cork? No.

Does it work with wine bottles

no it is fitted for champagne corks which are partially outside of the bottle not fitted inside

Will it work for those specialty beers that have corks in them?

Do not know if this will work with beer cans - I only use this to open champagne bottles and it works very well for this.
