Q: Is this just meant to close the gap at the back of pants, or is it actually for holding pants up like a belt?

I think both. It definitely closes the gap at the back, but, also acts as a belt in my case. Pants sometimes fit just right when you first put them on, but, start to get a little baggy during the day. The Hip Hugger keeps them in place and not bagging, so I consider that the job of a belt.

Q: Do these work on pants with no belt loops and, if not, is there a product that does?

No they will not work on pants without belt loops. They have a metal clamp, similar to those on suspenders, which are meant to clamp onto the belt loops.

Q: Can you still slide the pants on and off without taking the hip hugger off?

Yes, it’s basically like adding elastic to the back of your pants. I take them off to wash the pants though.

Q: Would this work for a child with a 20" waist?

I would assume so. It's adjustable from small to large.
