It's loud enough to get 200 student's attention in for recess so it's probably loud enough to keep a coyote away.

Yes, definitely loud for games.

Q: Does it come with a charger?

I don’t know. But there is a port that looks like a charger would ply into it to recharge. I have been using this whistle for over a year now and haven’t needed to recharge it. There is a large battery in it like a 3” long AA battery; not your typical battery. Sooty this doesn’t completely answer the question.
